Kind of. Thats the whole point of BRICS - if one country have 15 minutes cities it can't depend its trade and everything with other country on fact that ohter country not having them. Same with everything else - LGBTXYZ+ rights, political system, guns laws, attitude to internal opposition and so on.

There are much more interesting thing going in BRICS - IMF, WEF and WHO tries to squeeze into with the help of some shills inside, but there is backlash from countries suffered heavy from those terrorist organizations. WTO is already out (actually now BRICS is attacking WTO demanding total rebuilding from scratch with declaring all previous WTO agreements void), so it is interesting how things will evolve further.

I see BRICS like "conservatives" of NWO who are trying to oppose "democrats" of NWO who run out of their minds completely, if this analogy is closer to your cultural and political background. Both have the same goals, but disagree on the tactics. This is a good thing because "Every kingdom divided against itself is brought to desolation; and every city or house divided against itself shall not stand" as Jesus said according to Matthew 12:25. And I see absolutely no problems in applying their "divide and conquer" method to them.
