It's just another way for TPTB to milk more money out of the citizens of earth, draw attention to a situation that is beyond human control, and distract the masses from corporations polluting and destroying habitats in the name of money.

It is all that but it's origin is known:

our government was looking for a way to keep people patriotic enough to voluntarily pay taxes, without the need for war. They got together a think tank for this.

Their answer was probably nothing else besides war will work, but if it did, it would have to be global in nature, terribly wasteful, and would work better if it had at least some truth to it.

Bam, climate change was born. Further, we can know they aren't trying to improve anything because if they were, they'd just talk about pollution. Everybody agrees pollution is bad. Can't have We the People united about anything! Divide and conquer via AGW, yet another axis of polarity.
