Because he made a pact with Noah. It was never to flood the planet again.
Don't worry I am sure he'll get more inventive next time.
He did not leave us to speculate about this:
"the world that then existed perished, being flooded with water. 7 But the heavens and the earth which are now preserved by the same word, are reserved for fire until the day of judgment" 2 Peter chapter 3, from the NKJV and snipped out in case the archaic language obscures the meaning too much.
