I'm more angry toward authorities for the one simple reason:
It is not technology that doing bad things. It is pople who are in charge.
Any technology could be used for good and bad. Same with neural implants tech too. It could be used for many good things and many bad things. Nobody could be against returning a vision or hearing to a blind or deaf person using some implant. Mechanic hand for those who lost one in accident. It's all about connecting human nervous system to the computer. And you could hate me, but I could not see anything bad in such use of that tech.
It is megalomaniacs and authorities who could do bad things using tech. But it is authorities who for some unknown reason afraid of that tech. Why do they afraid of it? May be they clearly see how that tech could be used against them? And the main question here, that we should ask - how exactly it could be used against them?
Reminds me of Matrix 1 when they upload programs into Neo and he suddenly knows KungFu and martial arts. He didn't have to learn the hard way. The skills just get uploaded into memory.
Try to look at the picture you painted from the practical side. What exactly you have to know to do that practically?
how information (knowledge and reflexes that assemble a skill) is stored? Unknown. And nobody even trying to reserch that.
Where the paths you need to connect to goes? Unknown. And nobody even trying to research that.
Where you will get information to upload? Unknown. And nobody even trying to reserch that.

I'm in doubt they will be afraid of something that is so far from reality. I think it is something much more simple.
What do we actually know in the area of connecting human neural system to computers? How to read simpliest pulses and send simpliest signals. It is enough to make prostetic hand, low resolution kind of eye implant, move mose cursor or somehow unpredictably disturb some basic feeling (pleasure/fear/pain/whatever) neural node. But they are already afraid of that.
I suppose, authority/megalomaniacs in the worst case want to implement a simple award/punisment interface to humans. Using just simple activation of pleasure/pain neural nodes.

Now, let's try to imagine, how that things could be a threat for them? Just a random assumption. Do you know how many money laundered through all that funds that "helps" blind, death, disabled people? What if all that problems suddenly disappear, like VHS tapes and horseshoe industry?
So, would they risk to lose huge and profitable business in exchange to highly questionable way to control very few sheeple who are so dumb to agree for "neuralink implant" that there are no any need to implant anything, and honestly I'm in doubt that kind of sheeple have an organ that neuralink supposed to be implanted into. :)
