If they don't make it a felony then this ban has no teeth.
The license revocation is a big deal for doctors. Civil actions, that depends.
They need to ban sex change surgery for adults too.

Would I make it illegal for a doctor to operate on someone with a mental illness giving them a fake "sex change", which would permanently damage their bodies in a false attempt to pretend to be something they cannot ever be in actuality?
