Well, it's no wonder they had a much bigger problem back in 2012. They didn't follow (obvious) standard safety procedures as we now do in 2023:

Set explosives on all cars, not just the single one that's leaking.
Detonate explosives and let the vinyl chloride run into a ditch.
Ensure vinyl chloride is ablaze from explosion (toss in road flare if necessary).

When will people ever learn!
