Have you ever considered that the files are real and musk is essentially blackmailing his way into these contracts?

He’s holding back the most damaging material but letting out enough for them to know he’s serious.

He’s wedged himself right in the middle of two factions, and is gonna exploit the situation regardless of where it goes.
