I know people who had regular lives (job, house, kids) who got housed after a breakup. Two years later, they're addicts with child services trying to take their kids.
It's like a prison; you can leave during the day (although, being broke, where are you going? And what happens when they start rolling out the 15 minute cities?) but you have to return to your cell each night, surrounded by violence, prostitution, and drug abuse.
The kids are all SOL, obviously. The smart people break off any and all contact with their neighbors; otherwise the kids form little gangs with no supervision and get into all sorts of trouble.
It's a pipeline, that they've created, to take functional people and turn them into serfs.
