Ah someone who works in transportation, I can say it is unfortunately far easier than this.

Yeah. This seems like either a honeypot or a set-up. Meant to see who searches for "train derailer" after reading that most likely. Then they can use 'em as patsies the next time (or several) that feds decide to derail passenger trains.
