GIS maps use satellite imagery combined with bi-aerial photography that most counties and large cities have done. These maps, usually publicly available, are used for tax purposes all the time. One location I know of, which has a tax on impermeable surfaces like parking lots, used to fund the storm sewers, uses these methods to update the billing every few years.
When it's published like this, it's to try to incentivize people to voluntarily comply.
Meh, this has been going on for years.
