I agree that there has been no come out and say it regarding revealing the true enemies and this is a problem. However, it does make sense that you would keep this part of your hand hidden for as long as possible also, there are certainly risks to reveal it.

I think it is barely possible in existing system, since it is ultimately based on kakistocracy. At every single point is designed so, that only worst could make any carrier. From bottom to top, from left to right and from far to near.
