"Coated printed graphene antenna" means it was 3D printed with the use of graphene. Regardless, graphene oxide is already conductive to EM waves of the spectrum of 24 to 40 GHz, same as 5G towers.

That part is not clear to me.
The antenna is already present in some graphene particles. Depending on the way graphene is assembled, it affects the EM conductivity. The RFID chips are already present in the vaccine, they don't assemble in the body. The graphene circuitry is what is being assembled in the body.
