My favourite reasoning is the three group analogy.

It can be viewed a few different ways, 33% don't care, 33% are scared shitless already, 34% want the blood of the other 66%.

Or, the outer two groups eroding will buffer the internal group.

In any case, general societal split implies that you will watch your neighbour get drug off and you won't do anything about it.
