For the same reason Army drill instructors are no longer allowed to yell at recruits, which is the same reason they let that one guy wear his dog mask to work. The Pentagon is deliberately weakening the military.

I don't think so, it's an ideological purge, they are willing to have a degraded capacity to get there.
