Rivers don't just dry up. They migrate, usually underground.
Underground aquifers get replenished by surface water.
Might want to get into dowsing.
They are drained to irritate crops that don't belong in the area. Like growing avocados in the American desert.

The man who dug our 290ft deep well and 90ft hand pump well. He also said we are probably drinking some dinosaur piss, then laughed.
