The person at the mountain will not be able to distinguish between where the ground is and where the laser is, as the laser gets farther and farther away, that is due to how perspective works. All parallel lines going away from you will converge at a single point. To see further, you need to increase your height, or get a optical zoom device, and from your perspective, the horizon will form further away from you, and you will be able to track where the laser is going for a longer time, and over a greater distance.
I hope you realize that the reason you can't answer that simple yes or no question is because we've hit a logical inconsistency with your model.
