Car crashes are up because cops aren't pulling drivers over as much. Black drivers, mostly. Ferguson Effect.
It started prior to that, though, with the de-policing following the Ferguson riots. Obviously, though, these things are multi-causal. I'm sure clot shots did not help an iota.
