Good question. My sense is that there are white hats inside all these agencies, but they aren't always in control. I think it's clear that there are battles behind the scenes, and that's one reason why the media is still trying to get Trump.
Yeah- as with any fascist government- people are only complying out of fear and the more they realize the emperor has no clothes the less they fear.
