'was' past tense. In at least the global stage.

When all associated wef agencies left the country starting february 24th 2022, things have changed.

Given the situation where he was trying to normalize Russia with the west for so many years, it is natural and obvious he would walk the path they offered, to think otherwise would be to not be thinking.
