Well, not really that quietly, I recall a few occasions where Putin stated that in response to the west actions, a return to military development would happen.
Everyone laughed and said 'pffftt' old russian gear aint no threat.
Seems today it's a different story, North Korea, China and Russia have all launched ground based hypersonic missiles reliably and still nothing from the usa or anyone else in the west.
Given Russia had them first, I think we can understand the connection in the military ranks. I also suspect that Iran has them or will at any moment.
Quietly in the sense the collective west wasn't taking Russia seriously.
They sadly viewed Russia through the cold war lens that Russia was still the old Soviet Union.
Like they still do.
