Hmm, I am pretty sure I seen 'mission accomplished' banners for both of those?

In all seriousness, the removal of the systems in place in the country suffices to me as job complete. I cannot recall any real goals for those locations aside from suppress and destroy anything that would enable them to live as a normal society, that stuff was surely done.
