Russia tried to merge into western world ideals but fell short when they realized it was all about operating them as a colony, not as equals. When this was realized things began to change, sometime around 2008 the plan was announced to militarize and defend Russia from encroachment, by 2014 encroachment of nato was peaked. The rest... is history in the making.
