SMO = Special Military Operation ATO = Anti-Terrorist Operation

The different is purely semantic on the legal end with the russians. (somewhat internationally) With a special military operation they are limited in what can be deployed and how the response can be formulated. With an anti terrorist operation those constraints do not exist.
