'Lying flat': Why some Chinese are putting work second

The fact that it's also happening in simultaneously China makes one suspect there's a plan at work. Then there's this report:

Note it's from Brookings--part of the Establishment--and they seem to be critical of it. That's not on message. But then again, they're critical of it for China, so maybe it is on message.
