Point 3. you answered with point 2. Refraction is not something that can bring a solid object back into view. It can on the other hand obscure the view of a solid object.

if it was behind the curve, you would not see the mountain at all.

well, there are several exceptions to this rule of thumb, but yes - basically... if something is not in view then generally it cannot be seen.
