This is so obvious I'll assert it without evidence: the plan is to use the IRS to confiscate firearms by passing a new tax on assault weapons.

Create the largest federal police force to ever exist (87,000 armed agents)
Pass a ridiculously high tax on "assault weapons"
Confiscate weapons for noncompliance with tax.

This is not about auditing grandma....
