OP didn't include the full images, but the bottom right pic has Trump's signature in the bottom.

I'm guessing they're trying to insinuate that Trump wrote the letter in the top-right image warning Zelinsky to "do the right thing."

Personally, I think this is all fake and gay, but I'll admit I haven't looked deeper into what's going on aside from what the OP posted.
