Russians often didn't give a fuck to the state laws even in Stalin years. And do that all way long for millenias and successfully doing that right now.
Americans too, often don't give a fuck to the state laws (all that booze smuggle and other stuff) up to the last decades (book as a proof).
But today I don't see anything near even smugglers. All I see is "we don't like that law, we have to protest/vote/riot/sue/whatever to overturn that law", but no any voices just to ignore or circumvent that law.
Let's take moonshine. AFAIK, it is prohibited to produce moonshine in US for private person without license. Just like it was prohibited in USSR. There was a 1 year jail sentence for that here, but nobody don't give a fuck. There was no problem to find a moonshine for sale or build a cube in USSR. And it was not because of lack of vodka on the market, there was more than enough vodka in USSR up to the very end. At the same time I was hugely surprised that even alternate fuel enthusiasts in US are seriously afraid of making moonshine and don't even want to consider that fuel for their projects, even taking in mind that there exists interesting and cheap catalysts (something near ZSM-5, don't know exact western analogue) that allow to make a direct Regular (92) gas replacement from moonshine in a simple DIY catalythic converter.
That's for the Russian Civil War. You don't go into bloody civil war with commies and US (Federal Reserve) sponsored moles, you just don't let them take the throne. But OK.
