Also, there is responsibility on those cops even if it is not a legal one. The leading Uvalde officer who made the decision to treat the scenario as a barricaded-shooter instead of active-shooter should be punished just as some poorly responding Parkland officers were fired. You could argue 1 cop has no responsibility to charge in but when there are a dozen+, its bad judgement.
