That doesn’t say knowingly spreading HIV has been decriminalized. That says there are four different ways states address the issue.
if you scroll towards the end of the page, just before you hit the references there is a link to the federal guidance for hiv law reform. This definitely details the decrimilization
Yeah I was going too quick with the highlighting but later on it discusses ongoing efforts to decriminalize and the CDC sport for the same
