Ratios are more finite.

Harder to aggregate variances quick enough to be noticeable in larger countries but in smaller ones like Ireland for example, if there is a spike in a certain type of condition then they are harder to ignore. If 500 extra kids get cancer in America.. meh. You wouldn't hear about it for quarters. If 500 kids get cancer in Ireland, their hospitals are immediately overwhelmed.
