They’ve been saying that all along and it fits the “Russia is the only bad guy here” narrative. They’re saying it here to make the reader think the Russian troops deserve the torture.
It was not an admission, but rather informing the news media. I don't think we have a way to know the true severity.
Okay so then we should stop sending aid to Russia if they’re committing war crimes.
