Subject: implementation of the provisions of Regulation (EU) 2019/1157 of the European Parliament and of the Council of 20 June 2019 on strengthening the security of identity cards of Union citizens and residence documents issued to citizens of the Union and to their family members exercising their right to free movement.

Entry into force: the decree enters into force the day after its publication subject to the provisions of its article 22.

Notice: the decree provides for the integration, within the national identity card, of an electronic component containing biometric elements, a digitized image of its holder as well as two fingerprints, in order to comply with the requirements of the European Union.

It also imposes the compulsory collection of fingerprints, except for minors under the age of twelve, and reduces the period of validity of national identity cards to ten years in accordance with the aforementioned requirements.

It also provides for the presence of a visible electronic seal on the title containing data signed by the holder.

In addition, the decree makes changes to the procedure for issuing identity cards, concerning persons detained or physically unable to move, by allowing the taking of photographs by prefecture or town hall officials who move with a mobile collection device to record requests for identity cards.

In addition, it brings data processing into compliance with EU Regulation 2016/679 of the European Parliament and of the Council of April 27, 2016.
