I doubt it will happen. USA has had black people in it since the beginning and everyone didn't decide to mix races at once.

I think TPTB will just go for outright genocide of many different peoples and it may already be underway. Flooding the nation with foreigners is mainly just a source of political instability leading to the necessity of more authoritarianism to hold the state together.
