Maybe they are getting rid of the plants that they don't have a Trojan horse in... like the one that caused the Japanese reactor melt down.
I dunno, it is strange but we do have thousands of plants, I would assume, so even getting rid of 1 % isn't that bad... probably just as many closed due to covid lockdowns. So there must be something else to this.
