What is this, the recipe for how to make people go postal on a hospital? There's a reason you seek the consent of the patient before doing a procedure. If you don't, then you are a monster.
While that sentence is in the advice, you will be amazed to learn that it has been taken out of context to produce rage porn.

If the patient is being sedated for other reasons, you can take the opportunity to administer the vaccine they have consented to receive.
Not sure how that is unethical
My concern is that hospital staff will "make a mistake." Oops, we thought you signed the consent form.
