Meh. So he basically wants to change the publication process to web-based, rather than continue relying on academic journals. I don't really understand why they are mutually exclusive. You could (and we do) use both.

Because being "web-based" makes it far easier to censor. Not even a conspiracy, that's literally the talking point they're making.
