Op provides a source link but it was a dead link for me. I searched California assembly bill 2223 and it comes up with this which has nothing to do with abortions or related topics. Odd

That's AB2223 from the 2015-2016 session. I wouldn't be surprised it is completely unrelated to the 2022 bill.
