You think the bank is going to charge Gazprom? Seems more likely they would charge the depositor requiring the exchange.

They will charge both. Twice. As usual. Gazprom will be charged for transfer from that type "K" rouble account to Gazprom account.

Gazprom buy a lot of Western equipment. So, it will be charged second time when will need a EUR/USD to pay for equipment.
