Only doctors can declare a person dead on a crime scene unless they're decomposing, dissected, or decapitated. Doesn't matter if someone is double tapped in the skull, short of the three Ds a doctor has to declare someone dead. Police declared every casualty dead on scene before EMS ever showed up. If they did show up at all, don't remember for sure
According to Carver, a competent emergency medical technician can declare someone dead in Connecticut. He would know.

EMT's have black triage tags. Black means the victim is dead, so they are able to declare someone dead on scene.
Halbig said many times EMT's weren't allowed in the school, but he was wrong. Cario, Cassavechia, Dragon, Meehan and Reed were all EMT's. Another, Blumenthal, was an RN.
