Yes. That is why it could be not what one could think.

Putin will not be allowed to do that (most probable)
It will be some kind of "rouble that is not a real rouble" that will be sticked to USD/EUR and there will be no real difference.
It will be controlled by IMF, so there will be USD/EUR/RUR controlled by single entity
