Special entity named "Partnership in the name of Peace" was created as an intermediate step to coordinate process, NATO base was established under Ulianovsk, Russia even began to buy NATO weaponry like French IFVs, FLIRs for Russian tanks and other stuff. But all that ended when NATO began to heavily push sales of unneeded US planes and tanks to Russia (WTF?) and at the same moment Russian authorities began to heavily protest NATO expansion (WTF?). That was very strange at the moment, but now it is clear that it was a NWO decision to cut that process.
