They put Graphenium in the water. Seriously though, I heard they boil gray water and water it down using reverse osmosis water and add some fluoride to it. You can't drink regular reverse osmosis water because it's pure and damages cells. Impurities from gray water make it drinkable but you can have all sorts of impurities and most are toxic since it's waste water.
RO/DI water actually pulls minerals etc from your body.. it's also bad for your teeth.
