what I don't understand about this is that why would the US leave something so important in another country? secrecy? in fear of a possible outbreak?

Get past domestic laws against things like animal abuse. 2. Being able to hire from people less prone to whistleblowing, especially in other languages and countries where the job puts them in some of the highest income for their nation.
