Does it mean ancient steam punk existed. Archimedes owl and Talos? Or other such golems, and constructs?

Yes exactly, but they have been documented in ancient history for a long time. Automotons. Officially since around the middle ages there were crude constructs, and various mechanism. Then you see something like this device and suddenly they aren't so impossible. Perhaps not on the scale of Talos.
