you see they figured out long ago that they need to keep the population very high because savants are < 1 /10,000th of 1% and so if you don't keep populations high then you don't get savants. All attempts to induce savants have created monsters, some with high IQ but you get diminishing returns when the psychopath kills your whole team and steals everything you've hoarded.
So that's why they've gone to AI. They are control freaks and want to emerge a 0.0000001%-er (savant) but a solid-state one that can be controlled. They are in the infancy of this, and it's not clear if they'll ever have a general purpose AI (AGI)
My conclusion is that they know from thinking this out (and from the Star Trek episode where the away team had to fix the Omniscient AI supercomputer that broke for a group of aliens that built this machine and then ran out of people over many generations that could possibly be smart enough to fix it....and so their civilization was dying. This was a cautionary tale of AI...that YOU STILL have to learn to DO THE WORK YOURSELF)....they know from thinking this out that they still need to have TALENT and that you can't just snap your fingers and have just anyone fix their 'do everything for you' supercomputer AI "God"
