Exactly. People will refuse to pay these fines and the state doesn't have the resources to arrest and imprison millions of people. If they try and if the armed forces even obey they'll also get violent uprisings and civil war. They're done but they'll keep pushing to the bitter end.

Much as i applaud all of you for thinking these things through - We all know that the moment they realize they can't ACTUALLY "round up and detain" everyone, they'll just start offing.
