Precisely, but it could and will easily be worse.

This part isn't even the worst it has to offer, there is no darkest, only darker.

The past atrocities are the test run for this, especially the Khmer Rouge.

And I meant:

50% of the global population gone (20 - 40% of each country dead)
60% of the youth below the age of 20 illiterate
70% of survivors traumatized/PTSD/catatonic -- assume there are only 30% of the surviving population that is fully functional
Citycenters become pristine wilderness and had to be literally re-developed from scratch

All of these taken to the most logical extremes it could.
