Should is not a weasel word. Should expressly and unambiguously indicates choice. Whenever a law says you should do something, it means you don't have to, period. These "lawmakers" know they have no right to do what they are trying to pull, and the way they are drafting these laws is proof. For all of their blustering, they have just told you that you have a choice.
There is only one word that unambiguously confers an obligation and that word is 'must'.
