Thats reasonable. I believe there will be huge (planned) outbreaks between now and then. They have been beating the 100% drum.

There doesn't even need to be Outbreaks.

Everything can be just made up and if enough people believe in it it becomes real.

Very true. I know they want to kill most of us off. I doubt they will miss (missed in this case, its already out) the opportunity. But like you said, not necessary.
